The RFO Program provides resident-directed complaint resolution services for people living in homes licensed/certified for intellectual and/or Developmental Disabilities or Mental Health Conditions. Focus on individual rights/enhanced quality of life.
What We Do
The Residential Facilities Ombudsman program helps people living in about 3,365 group or foster homes. These homes support people with intellectual or developmental disabilities or mental health conditions. RFO speaks up for residents and works to improve policies so that care systems help people live the lives they choose.
RFO Certified Ombudsman volunteers visit homes regularly and listen to residents’ concerns. They also take calls from residents who want help with a problem. Volunteers work with a Deputy Ombudsman to look into complaints and help solve issues for individuals in these homes. RFO Certified Ombudsmen volunteers help residents understand and use their rights, so they can live the way they want.
